The tier list is for lych, a boss bloon. It has nothing to with normal maps, which will have a completely different tier list (example. tsg isn't needed for any bb) Ice and glue are some of the few towers that debuff bloons. They're not meant to be 'powerful', they're meant to make your other towers stronger, which is crucial for boss bloons.
By T4 elite you need vtsg + all relevant boosts. If you don't have that you'll need all damage amps (super brittle + cripple moab) and speed buffs (ultraboost +homeland + CTA spam) and massive damage for bads and ddts. 5 tier has 40mln. If you are not expert you may consider to use insta and power.
