The promotion should have been worded differently in the PSN store. Note that there was a similar new account promotion in April that included Light powers:1) rage, followed by Earth. Ice is the best free tank power. 2) probably Rage, but most of the power sets are pretty close. Gadgets, Nature, and Fire are probably the best free DPS powers. 3) all the healers are pretty balanced.
