The water tank collects water and is then dispensed out. If the tank runs out, your crops will lose water. Its far better to pipe from a constant source. I have 4 plots of Narcoberries (and just recently planted 2 medium plots of Rockarrot). I've got one piped tap supplying all 4 small plots and the most I've ever seen them lose is 1 water.
