CACO is a mod that has so many issues, I'd honestly just recommend uninstalling it completely (which requires manual file deletion because mod managers don't completely remove every file). I've never found CACO blueberries. ETAC adds some merchants in various places; One of the ones outside Whiterun has Cocoa, Flour and Cooking Oil. another has strawberries. The merchants in Dragon Bridge East have similar products. If you arent seeing ANYTHING that isn't vanilla, it's most likely a Leveled List issue.
