Methinks one of the files is just bugged by default, and will fail regardless. As for when it will reacquire, it does so immediately after validating, but as I said, the file that gets retreived will fail to validate regardless. As for what file it is, your guess is as good as mine, but it is likely the main game executable (Borderlands2.exe).
