Spiking to 25-30 PSI at cold start up is probably normal, especially if the oil pump and engine are in excellent condition. I would take the front cover off. There aren't any dowels in that cover. I didn't have to use a speedy sleeve to stop the leak from grooves cut by the old seal on the crank.
