Strong works well, so does repugnant since you won't be making many friends. For government ethics, there is a fanatic purifier civic if you pick fanatic xenophobe. For traditions, it depends if you want to play wide or tall on if you get expansion first or not. If you play tall, I personally would pick prosperity first, then harmony.
