This happens on cold start about 25% of the time. When it does, if I pull the choke all the way out for a second and then push it all the way back in, it usually clears up, but not always. If I rev the engine up, it clears up and runs smooth at higher RPM (past 1/2 throttle). This also happens when the engine is hot (after 1 to 4 hours of mowing).

You can try the old school trick of running the engine at full revs and closing the choke until it almost dies. Open the choke and let the engine stabilize. Repeat this process a few times. You might get some good results.
