Hang in there, it was the same for me. I kept getting the exotic tower in backpack targeted areas, slowly creeping up to it and then being let down by acosta. Take this as whatever it is, I have had the most luck with exotics in the Summit by going in with some other loot targeted then switching after about 4-5 floors cleared to what I want.
