Simply because most players cheese the games insane ability to make camping near on unbeatable to boost their K/D and MMR to levels they shouldn't be anywhere near. The MMR system currently in place for Hunt is not ideal, however. Having arbitrary statistics drive your rating (low rank kills high rank) is not a good determining fact of individual skill. There needs to be more variations involved to better mix up the matchmaking, allowing lobbies to have a healthy mix of player skill.
