Overdrive is not 25% attack. The number is a % of your WEAPONS base attack. I don’t recall if it includes attack from flames but I’m pretty sure it doesn’t. At lvl 30 it’s actually 80% and -15, so 33% of base attack. Most pirate weapons are pretty low attack (221) aside from cannons. Which is an average of 72 attack overall.
