Forebay is open to the public from dawn until dusk. There are restrooms and picnic tables. The Forebay Reservoir is part of EID's Federal Energy Regulatory Commission (FERC) Project 184 hydro project. Constructed in the 1920's. The Forebay dam was built in the 1920s, modifications and updates were required and construction was completed in 2020.
