I think there are 5 spots on the map that have those same barracks buildings and the one you mentioned was the only one to spawn loot, I checked both in my single player game and on my server. If you mean specifically the large backpack, survivor houses will usually have a zombie wearing one locked in one of the rooms. This is the best way to get it, since there's usually a few in any given town as opposed to driving out to some overrun military location or waiting until survivor zombies start spawning out in the open. 2.
