Yes it could be a vacuum or fuel pump issue. First loosen the cap on the tank and try starting it. If it gets fuel then likely the vent in the cap/filler neck is blocked. If not, then I would pull the fuel line by the carb and put it in a bottle to catch gas and then turn the key on to the "run" position and make sure the fuel pump is working.

I have an X300 that I bought new in 2010, it has 378 hours on it and I have taken excellent care of it, serviced it, kept in out of the weather and all around treated like a new born. The transmission is shot and I am disappointed. The cost of replacement is approx: 1700$. Heck the mower cost 3100$ new in 2010. Never again will I own a JD product.
