Ashe - Bushi / Black Mage. Penelo - Knight / Shikari. I have personally used all three of these setups, and they were all more than functional and swept through the game without issues. You can make Penelo a physical attacking tank, and you can make Basch a spellslinging mage who keeps his distance.

Single-job Bushi is terrible regardless of whether you get espers - the worst job in the game by a pretty large margin. Mediocre melee damage with no support options (item lores, magicks, etc) and no focus/adrenaline.
