The best way to fix this if you are in a building as i have found is to save it in a spot where you are not in a wall or the floor or anything else then load a save where you are outside. Look at the sky and command in tcl. This sure turn collision back on. Load your save and presto.How do you do it? Using DEF_UI mod i was able to also use UWPU - Fallout 4 v1.7.15-16666-1-1-F4V715 and overwrite only the HUDMenu option when installing this mod (so as not to overwrite anything else going on - HUDMenu is the last option at least for me).
